The City of Amsterdam has selected 11 consulting firms as preferred suppliers for financial advisory services following a European tender. With the framework contract, a total of €26 million involved.
Amsterdam's finance department ensures that the municipality's income and expenditure (budget in 2022: €6.5 billion) is managed.
For specialised and project-based issues, or to meet peak demand, the municipality uses a shell of external experts. This hiring of external experts is organised through a framework agreement.
With the expiry of the previous master agreement, the purchasing department of the Amsterdam municipality wrote a new tender late last year, divided into three lots. The six winning parties (consisting of 11 agencies) will call themselves the exclusive financial consultancy partner of our capital city for the next two to four years.
An overview of the selected agencies by plot:
Lot 1 has as its scope consultancy services for the finance function. Think of services aimed at transforming the finance function, improving processes, and optimising the planning & control cycle. Budget of this lot: €5 million.
Selected for Lot 1 are: Deloitte and Derksen & Drolsbach; BMC Consultancy and Yacht; Profource, JE Consultancy and Vanberkel Professionals; Improven; and USG Professionals.
Lot 2 focuses on strategic financial advisory services, such as developing financial policy or holding strategic positions in a project environment. Providing experienced business controllers also falls within the scope of the lot, which accounts for almost €20 million.
Selected for this lot are: Deloitte and Derksen & Drolsbach; BMC Consultancy and Yacht; Profource, JE Consultancy and Vanberkel Professionals; Improven; and Eiffel.
The third plot relates to the temporary filling of managerial positions within the finance function. These are not result-oriented services (consultancy) but interim services. The municipality expects to spend around €1 million on interim hiring.
Selected for Lot 3 are: Deloitte and Derksen & Drolsbach, BMC Consultancy and Yacht, Profource, JE Consultancy and Van Berkel Professionals, Improven, and DPA Group.
The framework agreements have a duration of two years and can be renewed for up to two times one year.
