
In 2016, the Executive Board of the executive service within central government (32,000 employees) had the desire to set up an administrative organisation and an IT application for the purpose of a large-scale reorganisation. The project contributed to the client's objective of creating such administrative framework conditions for the line organisation that partial reorganisations could proceed according to a correct, complete and lawful process.
Issue:
- Designing an administrative organisation, including internal control measures, that ensures an accurate, complete and lawful reorganisation process;
- Coordinating the creation of a supporting IT application by translating customer needs (requirements) into a functional design; testing with an external IT supplier (FAT) and end-users (GAT); and implementing;
- Monitoring a master planning, in which three schedules were aligned:
- planning the administrative processing of partial reorganisations in
business management systems; - the release planning of the IT application to be developed; and
- project and resource planning.

- Coordinate the realisation of the IT infrastructure of the IT application in cooperation with the internal IT organisation and external IT supplier;
- Coordinate the establishment of a service agreement between: (a.) the HR Directorate and the internal IT organisation; and (b.) the HR Directorate and the external IT supplier; and
- Coordinate incident and problem management m.a. the application.
IMPROVEN provided the project leader and a junior consultant to set up the administrative organisation and IT application for the purpose of sub-reorganisations with the aim of realising the above project challenge in four sub-projects:
- Set up Administrative Organisation and Internal Control (AO/ic);
- Setting up and testing IT Application for large-scale reorganisation;
- Aligning administrative processing partial reorganisations in business management systems; and
- Drafting service agreements between HR management, IT organisation and IT supplier.
Result
Through its approach, IMPROVEN contributed to the client's objective of setting up an Administrative Organisation and IT application such that a correct, complete and lawful reorganisation process is ensured.
