In 2020, employers and employees from the Construction & Infra sector decided to make an effort to work on a robust incentive package to retain skilled workers for the sector, stimulate learning and development and promote intake. This programme has a number of concrete components:

  1. promoting inflow of young people and lateral entrants
  2. making talent / labour mobility visible
  3. encouraging customised (subject) education - flexible and modular and
  4. More expert knowledge on a sustainable construction and infrastructure sector.

Our approach

Improven's consultant supported the Incentive Programme for Entry and Retention of Skilled Workers in areas including:

  • Operationally support the design of the programme and provide structure and support to the programme's team members.
  • Preparing and updating project schedules.
  • Content support for communications and campaigns from the programme including website management (You're going to make it).
  • Setting up administrative and financial processes.
  • Realising information dashboards to monitor and steer data accordingly and managing and optimising processes in IT tools, such as the candidate registration system.

Result

In its role as operational project manager, Improven contributed to the operational support of the set-up and (continued) development of the Incentive Programme. The programme organisation always had up-to-date information on planning progress, current status of milestones and programme components, so that project leaders could (re)direct activities and the work was effectively organised. External stakeholders were always informed about up-to-date programme information, enabling them to monitor the progress of activities and make necessary decisions.

In the processes surrounding assessment and settlement of learning vouchers for the sector, an efficiency battle was made, so that the processing of vouchers in particular could be done faster. In addition, working methods for labour market advisors were adapted, making it easy to collect the right candidate information and ensuring that the order of data collection was logically in line with the practical working method of labour market advisors. The Improven consultant also provided operational support for the development of advice towards completion of the incentive programme.
