JenV has asked AEF and Improven to investigate the cost to municipalities of hosting Ukrainians

Reception of Ukrainians is a new task for Dutch municipalities From 24 February 2022, large numbers of Ukrainians fled the war in their country. Tens of thousands of them came to the Netherlands. Municipalities were given a major role in receiving these displaced persons.

The Regulation on Reception of Displaced Persons Ukraine described the duties of municipalities. Municipalities started receiving Ukrainians according to the Municipal Reception of Ukrainians (GOO). In addition, they were given a role in the Private Reception of Ukrainians. This entailed costs for municipalities. For this, they were funded by the state. Research should show what costs municipalities incur for this. Until now, municipalities received a reimbursement of €100 per day per shelter realised in the GOO. That standard amount was set at the beginning of the crisis, at a time when there was little insight into the exact costs incurred by municipalities. Several months on, there is now a need for better substantiation and compensation that better reflects the costs incurred. This should look at compensation that is appropriate in the longer term, taking into account
taken into account differences in costs between municipalities and the evolution of costs. The Ministry of JenV asked Andersson Elffers Felix (AEF) and Improven to study these costs.

AEF and Improven conducted the research for JenV. The research question consisted of two parts:

  • An expert analysis of shelter costs that should show what is a realistic allowance per displaced person per day
  • An expert analysis for the extent of costs incurred by a municipality per registered displaced person per day for the implementation costs of the POO

The brief consisted of:

  • Understanding the real costs incurred by municipalities for the GOO and POO
  • Understanding the different components, distinguishing between GOO and POO
  • Propose a system of funding

The aim of the study was to objectively and substantively identify the costs incurred by municipalities for the GOO and POO and how best to compensate them. It was not aimed at making savings or efficiency gains. The client of the study was the Ministry of JenV. The study was guided by a steering committee and sounding board group.
