They conducted this study on behalf of the Council for Public Administration (ROB). The study forms the basis for an advisory report by the ROB on the costing and governance of decentralised implementation of climate and energy policy, to be published at the end of March.<\/h4>\n<div class=\"is-divider divider clearfix\" style=\"max-width:1200px;background-color:#0f9c4b;\"><\/div>\n<div class=\"intro\">\n<h4><strong style=\"color: #009640; font-size: 110%;\">Minister's request<\/strong><\/h4>\n<\/div>\n<p><span style=\"color: #023b7e; font-size: 110%;\">In June 2023, the Minister for Climate and Energy asked the ROB to advise on the costs, funding and governance of decentralised implementation of climate and energy policy. In doing so, he asked the ROB to address how much money decentralised governments need to implement climate and energy policy, in what way they should receive it and what would be an appropriate way to distribute and organise climate and energy policy tasks.<\/span><\/p>\n<h4><span style=\"color: #009640; font-size: 110%;\"><strong>Research for advisory purposes<\/strong><\/span><br \/><span style=\"color: #023b7e; font-size: 110%;\">To answer this advisory question, the ROB commissioned <strong><span style=\"color: #009640;\">IMPROVEN<\/span><\/strong> and AEF to conduct research. The two agencies investigated the tasks of decentralised authorities around the implementation of climate and energy policy, how much staff effort this requires and how much money is needed to do so (the implementation costs). The agencies also looked at investment costs. These are expenses that decentralised authorities have to incur, for example, to make their buildings more sustainable or to build heat networks.<\/span><\/h4>\n<h4><span style=\"color: #009640; font-size: 110%;\"><strong>Your comment<\/strong><\/span><br \/><span style=\"color: #023b7e; font-size: 110%;\">For the results of this survey, please refer to the report that you can download using the link at the bottom of this page.
